BENEDICT

BENEDICT (Benchmarking European Development Cooperation (via) ICT) –Project  will examine the relation between the EU’s overseas development policy and those WSIS agreements which are significant for overseas development policy and specifically:

a) Will examine areas of similarity/overlap between them and
b) Will evaluate the extent to which those agreements have been implemented within the EU

The study will analyse the implementation of the WSIS declarations by the EU itself and also by some of its member states in terms of its information society development policy. The analysis will be comparative and both the Geneva and Tunis WSIS agreements and declarations will act as a basis for the analysis as will other key development policy documents for the Information Society and the Information and Communication Technologies of the European Union and from the selected member countries of the European Union. Research methodology will be based on policy analysis, interviews and case studies. As a result the research will produce qualitative analysis and practical recommendations for both the EU and the member states.

Benedict –project will be conducted by an international research group led by Dr. Leo Pekkala from the University of Lapland, Media Pegagogy Centre. Budget for the research is 100 000 €. The Research report will be published in February 2007.
