IASL Statute

The Board of the University of Lapland has approved the following statutes at its meeting on March 13th, 1997:

The name of the Institute is Lapin yliopiston Ilmailu-ja avaruusoikeuden instituutti and in English it shall be called Institute of Air and Space Law of Lapland.  

In addition to the regulations of the Act and Decree of the University of Lapland, the following statutes shall apply to the Institute of Air and Space Law of the University of Lapland.

The Institute of Air and Space Law is an institution of the Faculty of Law of the University of Lapland. The Institute can be a member of Finnish and International co-operation organisations in the way accepted by the Faculty.

The tasks of the Institute shall be as follows : to promote research and teaching in air and space law and to organise teaching aiming at doctor s degree; to collect and to publish air and space law materials; to organise teaching, seminars, meetings and courses in air and space law and in other scientific subjects; to observe, co-ordinate, update and spread information on information systems in air and space law; to observe and develop teaching and teaching programmes in air and space law; to raise, develop and maintain interests in air and space law; to promote national and international co-operation in air and space law and to maintain connections to other national and international organisations; and to pursue consultation and service activities subject to a charge in the area of air and space law.

The Director of the Institute shall take care of the administration of the Institute. He/she shall be elected by the Faculty Council for a maximum period of five years. The Director of the Institute must have taken doctor’s degree or exams to doctor's degree. The Director of the Institute shall, as appropriate, consult the personnel and the students of the Institute. The regulations in the Collaboration Act (651/88, amended by the Act 1102/90) and in the Collaboration Agreement of the University of Lapland shall apply to the bearing of the personnel. A scientific Consulting Board may be nominated as an expert organ for promoting scientific and other tasks of the Institute. The operation of the Consulting Board shall be regulated in statutes.

The tasks of the Director of the Institute shall be as follows:

to lead, supervise and develop the operation of the Institute;

to make the decisions concerning the use of the rooms and teaching and research tool appointed to the Institute; to refer for approval of the Dean the acquisitions, travelling orders and other costs considering appointed to the Institute; to refer for decision of the Dean or the Faculty Council appointments of the Institute personnel and the arrangements of their works and their leaves;

to take care of the drafting of the affairs meant for the decision of the Dean or the Faculty Council; and to decide and take care of the other affairs of the Institute which are not specially assigned to be decided by anybody else.

The Director of the Institute may convene the Meeting of the Institute in order to consider affairs of the Institute.

The Director of the Institute shall be nominated the first time for a period that will end on December 31st, 2001.

These statutes will come in force on April 1st, 1997. The actual President is Professor Maurice Andem from the University of Lapland.
