I act as a Welfare Law Professor at the University of Lapland with a focus on questions relating to public sector markets and structures. My research interests include public procurement rules, competitive neutrality, administrative law, state aid law and contract law. All of these fields are closely connected to society and welfare. Private sector has assumed many duties previously taken care of by public authorities, which has further increased public sector’s impact to the private markets. Thus, regulating public sector market interventions is important from the perspective enhancing welfare in the society.
ON-GOING RESEARCH PROJECTS
I operate as a PI on behalf of the University of Lapland in two consortia research projects funded by the Academy of Finland LEXSECURE Law for Secure Supply: Internalizing the Crisis Exceptions (2020-23, joint project between three law schools) and Comp_Eff_PP Competition and effectiveness in public procurements (2021-25, a multidisciplinary economics and law project with Hanken School of Economics, University of Turku and Aalto University).
Moreover, I am a PI for legal research on behalf of the University of Lapland in the multidisciplinary (law, economics, behavioral sciences and ecology) research project HILMARI Carbon sinks and climate benefits with controlled risks: Policy measures for forests and wood products funded from the three year Carbon research funding program by the Ministry of Agriculture and Forestry in Finland 2021-23.
